General Information
The Civil Service Council was established in the spring of 1959 under the presidency of Bob Bone for the purpose of providing non-academic staff a voice on campus, and the Council has functioned since then as part of the shared governance system at Illinois State University.
The Council annually grants monetary distinguished service awards, funded by the University Foundation, to Civil Service employees who have demonstrated exemplary work performance and have made significant contributions to the University community.
Each academic year the Council awards four scholarships: Two are funded by the University Foundation and up to two awards are funded by the Council through various fundraising efforts. These scholarships are awarded to children of Civil Service employees, based upon need and academic record.
The Council publishes a monthly newsletter for Civil Service employees, entitled The Openline. A recent survey indicated that this newsletter is THE most widely read written communication for Civil Service employees on campus.
The Council sponsors various fundraising events and activities throughout the year, including the annual holiday party for children and grandchildren of employees.
Council members serve on various University committees, including the University Parking Board, the Sick Leave Bank Appeals Committee, Planning & Finance Committee of the Academic Senate, Foundation Board, Campus Communication Committee, Executive Committee for the Committee for Diversity, Advisory Council for the Family Campaign, NCA Accrediation Team, Employee Advisory Committee, iCampus Faculty/Staff Portal Committee, and Social Security/Identity Theft Committee.
The Council's goals are:

To provide a means of effective communication for
the exchange of ideas and information between the civil service staff and
its employee groups and the Associate Vice President for Human Resources,
the President, the Academic Senate, the Board of Trustees, and other
appropriate bodies;

To represent the civil service employees to
University administration and to advise the administration in the formation
and implementation of policies and procedures relating to civil service
employees;

To study and make recommendations regarding campus
conditions of employment, problems, or needs, either at the request of the
University administration, at the request of civil service employees, or
upon its own initiative.
